Contract Negotiations Continue
Since the meetings with the HR/Payroll Advisory Committee and Steering Committee in March, we have been working through contract negotiations with the preferred software vendor. We will share more information when contract negotiations are final.
Plans for the HR/Payroll Software implementation project are moving forward. We are targeting an October start date with pre-implementation work in August and September. Work at this time is focused on developing the project team roles and organization structure, defining the scope of work for a pre-implementation phase and determining the budget.
As part of the project staffing plan, we have identified two types of project team members we will be bringing onboard.
Staff on the core project team will lead the overall project work. They will be headquartered in College Station and the focus of their work will be system-wide. Each member of this team will be hired or transferred to the project after selection and approval by project leadership. They will be assigned at least 80% effort to the project and their salary will be paid from project funds. Roles on this team will include Functional Leads, Technical Leads, Project Managers and others.
Staff on System Member project teams will execute and lead project work focusing on their own institution or agency. They will be appointed by the CFO or other leadership from their institution or agency. They will continue to be funded by their own system member and remain in their current location. Roles on this team will include Project Coordinator, Change Champion and Subject-Matter Experts.
RFP for System Integrator
We are preparing an RFP for the System Integrator, and plan to issue it as soon as contract negotiations with the software vendor are complete. Many consulting firms have already expressed interest. As with the software RFP, we will follow a documented, formal process for evaluating responses.
